Showing new subscribers a few other newsletters at the moment they have just said yes converts at rates nothing else reaches, and it pays per referred subscriber rather than per sale. It works at any size, it can sit in the signup flow, in the welcome sequence or as a standing weekly item, and the income belongs in what you think a subscriber is worth.
The method

Put paid recommendations of other newsletters into your signup flow from the first day, because every subscriber who arrives before you install it is earnings you never collect.

Show new subscribers up to three other newsletters immediately after they sign up, at the point where they are most willing to say yes again.

Insert one more email into the welcome sequence, two to seven days after signup, whose only job is to recommend a handful of other newsletters the subscriber will like.

Add a recommendation of another newsletter as a standing weekly item, or slot one into the links section you already run, since it earns without consuming any advertising inventory.

You do not need scale to earn from recommending others: the mechanism pays per referred subscriber, so a list in the hundreds qualifies alongside lists in the millions.
